Public housing rehabilitation / Galveston, Texas

Galveston public housing rehab

The drawings say traction elevators. The specification says hydraulic.

The re-bid covers rehabilitation work at several Galveston Housing Authority properties. Bidders price each property from its drawings and its project manual. Our review found two places where those documents describe different equipment.

Finding 01

Holland House elevators are traction on the drawing and hydraulic in the specification.

Holland House sheet A-0.00, Construction Note 1, calls for modernizing a 4-stop traction gurney elevator and a 4-stop traction passenger elevator. Specification 142400, section 2.02, calls for the modernization of 2 existing hydraulic elevators. It describes the equipment as hydraulic with the cylinder in a buried casing below the elevator pit.

Specification 142400

Hydraulic

Cylinder in buried casing below the pit

Why it matters

Traction and hydraulic modernizations are different scopes of work. A traction job covers the machine, ropes and controller. A hydraulic job covers the power unit and the buried cylinder. Two elevator bidders can price two different jobs from the same bid set.

The question to ask

What is the existing drive type of each Holland House elevator, and which document governs? If the elevators are hydraulic, is jack, cylinder or buried casing replacement in the base bid?

Finding 02

The Gulf Breeze day tank is 60 gallons on the drawings and 300 gallons in the specification.

The Gulf Breeze diesel fuel day tank schedule on M2.01 lists tank DT-1 at 60 gallons, Preferred Utilities DT-060. Specification 228010, section 2.08.A, calls for a floor-mounted day tank on steel legs with a 300-gallon capacity. Specification 263213, section 2.04.B.1, describes a sub-base tank with a third capacity.

Why it matters

Tank size and mounting set the tank, the containment and the pad. The mechanical and electrical trades can price different tanks until the designer says which figure governs.

The question to ask

What capacity and configuration does the Gulf Breeze day tank need, and which trade furnishes it?

Document status

These findings describe the documents checked on October 25, 2026. No project-team answer or cost saving is confirmed. The next step is a question for the designer on each item before bids are priced.

These examples are questions for the project team to check. They are not a design approval or a complete review of the project. Bidders should send questions only through the owner’s official question process.

Questions about this review

Are there drawing conflicts in the Galveston Housing Authority Public Housing Rehabilitation Re-Bid?

Mebbian’s reviewer-led check found traction elevators on Holland House A-0.00 and hydraulic elevators in specification 142400. It also found a 60-gallon day tank on Gulf Breeze M2.01 and a 300-gallon tank in specification 228010. These findings describe the documents checked on October 25, 2026.

How do you check elevator and fuel tank requirements across drawings and specifications?

Mebbian’s reviewer-led check compared the construction notes and equipment schedules with the matching specification sections. Here, the elevator drive type and the day tank size differed between them. The findings describe the documents checked on October 25, 2026, and each item needs a question for the designer.
